Health

French Social Security

The French national system of social security cover is necessary to have a residence permit. Employees and students must pay a fee in order to benefit from healthcare and be reimbursed for some of their healthcare expenses.

Reimbursable Treatments
You must choose your attending General Practitioner in order to avoid small financial penalties (your reimbursement amount will be reduced by 40%)
A consultation costs €22 for a general practitioner and from €25 to €100 for a specialist. You must hand your French National Health Insurance Vitale card every time. Your consultation for a doctor or a dentist will be reimbursed up to 70%. Your doctor must prescribe drugs in order to get reimbursement (up to 35%, 65% or 100% depending on the category of drugs, but some are not reimbursed). However you have to pay your medicine first.

Exceptions

You are exempt from these Social Security requirements:
If you are a European student in an exchange program with your own European Health Insurance Card with you.
If you are a student from Quebec with your SE401Q102 BIS form. If you participate in a university exchange you must have your SE401Q106 form.

Some medicines are available without prescription. You do not need to see a doctor for short-term treatments of minor illness such as small diarrhoea, occasional constipation, nausea and vomiting, car sickness, athlete’s foot, aches, herpes labialis, cold or Gastro-oesophageal reflux disease (GERD). However, remember, without prescription no reimbursement!

Social Security For Students

You must be under 28 years old, registered in a higher education establishment with courses lasting more than 3 months.

Documents Required:
·  A copy of the Student Card
·  Section N°3 of the CERFA document approved by the school.
·  French Bank Account Number (RIB)
·  Notification of the choice of the French Family Doctor, GP (Médecin Traitant)
·  A copy of the Birth Certificate
·  A copy of the Passport Identification Pages or ID

For employees: in order to open an account you have to go to the health insurance office of which you depend regarding your home location. Your benefits will be:
·  Covering of medical costs according to effective rate.
·  Daily allowance in case of sick leave, maternity or paternity leave under certain conditions (number of hours worked – a minimum of 60 hours per month – and amount of contribution – 60 times the minimum wage hour).
Be aware that daily allowances are calculated on the basis of the salary from which social security contributions were made.

               C.M.U. (Complementary Health Care)
You have to fill a form: “C.M.U Complémentaire” (n°S 3711d). No other documents are required. Still there are specific conditions. For example, if you are single you must earn less than €752.08 per month in order to benefit from the complementary health care. The annual check amount will vary from €100 to €500 depending on your age.

Hospitals
You can go to any hospital (80 to 100% of the fees will be covered). Reimbursement will be reduced if the fees of private hospitals are not government-regulated.
Nevertheless, you still have to pay the set patient’s contribution (ticket modérateur), per-day hospital fees and insured patient’s payment of €18, as well as personal comfort services (TV, private room…)

* Since 11th February 2010 in France, hospitals are supposed to have a “communication kit” to help communication between doctors and patients. This kit includes pictograms and translations.
